Final Retirement Fund Bonus Distribution - Defined Contribution Pension Fund: What the Pension Fund Administrator Needs to Understand.
Essentially, when the actuary has determined a final effective bonus from the actuarial valuation to apply to active members' Shares of Fund and pro-rata to members who have exited during the current valuation period, fairness regarding bonus distribution is the desired outcome.
The Fund Administrator often wish to distribute a final bonus to members of a Pension Fund as at the valuation date. However, this approach if not applied appropriately disadvantages members who were invested in the Fund much longer.
Ideally, the appropriate approach would be to convert the final bonus rate into a monthly accumulation factor and apply according to the period for which each member was invested in the Fund during the valuation period.
The approach can be illustrated through the different possible member scenarios:
Members who were in the Fund from the beginning to the end of the valuation period: these members were invested throughout the full valuation period. The monthly accumulation factor is therefore applied for all valuation months. The cumulative effect of applying the monthly factor over the full valuation period produces the full final effective bonus.
New members who joined during the valuation period and remained active at the valuation date: these members were not invested in the Fund for the months before they joined. The monthly accumulation factor is therefore applied from their relevant joining period through to the valuation date. They consequently receive the bonus accumulated over their actual period of participation, rather than the full final bonus applicable to a member who was invested for the entire valuation period.
Members who exited during the valuation period: the monthly accumulation factor is applied only up to their respective exit dates, with the bonus being distributed on a pro-rata basis where applicable. This ensures that the member receives the bonus attributable to the period during which they remained invested in the Fund.
For completeness, if a member had both joined and exited within the valuation period: the same principle would apply. The bonus would be accumulated only for the period between the member's joining and exit dates. No bonus would be attributed to periods before the member joined or after the member exited.
Therefore, the underlying principle of the desired approach is that the full final bonus represents the effective bonus over the full valuation period, while the bonus allocated to an individual member reflects the period for which that member's investment was exposed to the Fund during the valuation period.
A member invested for the full valuation period would receive the full final effective bonus, while a member who joined or exited during the period would receive the corresponding accumulation applicable to their actual period of participation.

This approach is intended to ensure that the available final bonus is distributed consistently and appropriately across the membership, taking into account the timing of member movements during the valuation period.
Suppose the Fund Administrator apply the full final bonus rate directly to the member’s shares before bonus as at the valuation date while the Actuary's calculation applies the equivalent monthly accumulation factor to the member's shares over the relevant valuation months; the outcome will differ where the underlying shares change during the valuation period due to contributions, investment movements, or other member transactions.
